Michael V stated, in another (related) bug -- bug #84613, that update-
manager does not require root for checking for updates on feisty.

So... a good chance of your problem was related to the fact that the
directory was owned by root, with no write access to others; this might
have happened either because you upgraded from a previous version of
ubuntu to feisty, or because you used update-manager on feisty before
the changes were fully in (I do not know, and have not had time to
check). But a version of update-manager that required root would create
the directory owned by root -- which would then give you the issue.
