Same here on a Dell XPS m1330 with Wubi on Vista. Apparently there is no activity but the systems does not halt.
When booting in recovery mode I can shutdown by typing: sudo shutdown -h now. However, without the -h option, the system fails to stop. This is a really annoying bug!
