For me the completion of file names works fine on Karmic's final release.
But there are still some issues:

For example using completion after commands like "sudo", "modprobe" or 
"apt-get" will be the ordinary file completion. In Jaunty it was more 
case-sensitive, e.g.:
"sudo modp<tab>" was completed to "sudo modprobe",
"modprobe <tab>" showed a list of all modules,
"modprobe -r <tab>" listed all loaded modules,
etc.

This all does not work any more.
