Public bug reported:

Since upgrade to Karmic sound gets fizzy when I turn down volume

Since I upgraded to Karmic the sound gets somewhat "fizzy" when I turn
down the volume below a certain level. When I turn it up again it sounds
fine. I'm pretty sure this didn't happen before the upgrade.
