I've had this issue after upgrading to 9.10 as well.  Automatic DHCP
fails, but if I set a static IP address then it works.  (It only greys
out the option until you have all the proper info filled in, eg. netmask
and gateway.)

Only tried this at home; if dynamic DHCP fails everywhere I go then this
effectively cripples wireless away from home.
