Sorry to disappoint you, but it's not. I've had 2.6.31-14-generic shut down with overheating just last week. (about 15 minutes with 4 threads thumbnailing images).
OTOH, this bug should be closed, and reopened by users experiencing problems, as it contains obviously multiple different problems (somebody thought it funny to merge anything thermal-related into one bug), so it will never be fixed.
