I have the same issue. My laptop, one Dell Latitude D630 with an Intel 4965 AGN wifi card, works flawlessly in Ubuntu 9.04 out of the box, but with 9.10 the wifi link is reloaded every two minutes, connecting and disconnecting from the network at random.
