Using the guest login I didn't see the behavior so I cleaned up .gconf, .local and .gnome2 in my home folder - which is on a different partition so it contains many old settings - and now the problem is gone. I cannot say which old configuration caused the problem but I especially tried to remove all settings from nm-applet...
