I can reproduce it every time I try to change the volume in Rhythmbox. It starts on the lowest setting. If I try to drag the slider it will drop back to the lowest setting when I let up the mouse button. The same thing happens in the Sound Preferences currently running applications. I can drag the volume slider there for Rhythmbox but it drops back to the lowest setting. It doesn't snap back to the lowest setting, but slowly goes back like you were turning the volume down.
