I have the same problems.
I do:
rm -rf ~/.eclipse
extract
eclipse-php-galileo-SR1-linux-gtk.tar.gz to ~/eclipse
chown -R {my user}:{my group} ~/eclipse
run
~/eclipse/eclipse
then eclipse start normal

maybe problem in access, please verify it
