I don't think this is a bug - the "record" configuration variable, which "specifies the file into which your outgoing messages should be appended" now has a default value of "~/sent".
It looks like this is a change in the upstream default, in response to bug 2068 on http://bugs.mutt.org/ I'm closing this as not-a-bug, although I appreciate you mightn't have been expecting it!
