This problem started for me immediately after upgrading from Jaunty 64 bit to Karmic.
A workaround is to set gstreamer-properties to use X Window System (No Xv) in the Video tab. Switching between "auto detect" and "X Window System (No Xv)" and pushing the Test button replicates the problem without fail.
