I tested this by:
1. uploading to my ppa
https://edge.launchpad.net/~micahg/+archive/ppa/+packages
2. Boot hardy 8.04.3 i386 desktop LiveCD
3. Enable -backports
4. Have Firefox attempt to install flash
5. Package is installed, but download fails
6. Add ppa as source
7. use aptitude to upgrade flash (download works now)
8. Load flash site in firefox
