Yes, i can confirm the problem in kubuntu 9.10. Logout, hibernate and
sleep is offerd in the shutdown menue, reboot or shutdown is not
possible. I dont think it's a complete duplicate, because in #201569
there seems to be no option to end a kde session except the console.
In #201569 all options are offered, but not working. Here sleep,
hibernate and logout works, but reboot and shutdown options are not
offered.
