Thank you for taking the time to report this and helping to make Ubuntu
better.

I've known Transmission to fluctuate above the speed limit for a brief
period, and don't consider that to be a serious bug.  But if you're
getting =sustained= 75 KB/s or more when the speed limit is set to 10
KB/s then that would be a problem.

Things to check:

* Are "alternative" speeds turned on?  (Is the turtle icon lit?)  If so, what 
are there settings?
* Do you have any per-torrent speeds set?  Are any of them set to ignore the 
global limits?  (See the Properties -> Options dialog for each torrent)
* When Transmission goes up to 75 KB/s, is it for a moment or two, for 10 
seconds or more, or is it a constant, sustained speed?
