I've known Transmission to fluctuate above the speed limit for a brief period, and don't consider that to be a serious bug. But if you're getting =sustained= 75 KB/s or more when the speed limit is set to 10 KB/s then that would be a problem. Things to check: * Are "alternative" speeds turned on? (Is the turtle icon lit?) If so, what are there settings? * Do you have any per-torrent speeds set? Are any of them set to ignore the global limits?
