I realise you see no need for XPM manipulation with PHP, but I've used it before, and I know others have as well. The libxpm dependencies are not THAT heavy, and it doesn't require "all of X to be installed", as some claim. Rejecting this bug, as I won't ever be "fixed" unless libgd starts supporting a plugin architecture.
