I have a Huawei E220 USB dongle and I am suffering the same post 2.6.31-11 problems as many others in this list. The 2.6.31-02063105 from http://kernel.ubuntu.com/~kernel-ppa/mainline/v2.6.31.5/ did not solve the issue for me. I have fully functional system with the 2.6.31-11, but anything later will make system reset the dongle continuously. I have tested this with two different laptops.
lsusb identifies the dongle as: Bus 003 Device 003: ID 12d1:1003 Huawei Technologies Co., Ltd.
