Yes it's still the case in 9.10. However, one can 'disable networking'
in network manager (right click the icon). That way, you could connect
Empathy and Firefox won't start in offline mode.

Another thing I'd like to mention is for those who need to connect using
a dialup modem on a fresh installation. You could connect using pon/poff
commands. Configure your modem using pppconfig and you're good to go.
