This is actually a regression since beta.  At first I thought it was
only a problem with UEC, and not as significant a problem.  However, it
is also present on ec2.  The change that caused it was removal of
'console output' from /etc/init/rc.conf (in upstart).

We were previously relying on output of init scripts going to
/dev/console.
