This might be related. I noticed before the system suspends, it gets a
usb reset before completing the suspend process

I tested it on Jaunty, and there are no usb resets before suspending. My guess 
would be that this hard drive does not like usb resets seeing that I can cause 
a usb reset using "sudo skdump jmicron:/dev/sdb" and the drive goes into the 
same unresponsive state until power cycled.
