HI, I just checked it again with kernel 2.6.31-14, and got the same result.
First i removed all kernels and installed the virtual kernel alone. The folder /lib/modules/2.6.31-14-generic-pae/kernel/fs is nearly empty, only one configfs folder, so no nfs modules there... Then i istalled the server kernel, (what gave me a generic-pae-kernel, too) but now there are lots of folders in ../modules/../fs, and nfs is working fine here. So i think this is intended to have a small virtual kernel, but maybe this should be documented somewehre.
