That's a "fix" in Firefox, but the problem still exists in every other network app (evolution, aptitude, etc.) So web browsing (which is what most users are doing anyway) is normal speed but everything else is behaving like you have dial-up. After the final release, if the bug isn't fixed in every app people might start complaining to their isp or even drop ubuntu (or not upgrade to Karmic)
