This bug does not affect vertical panels only. I've been using a horizontal, non-expanded panel for a number of years now and it keeps freezing about once a day. (Talk about being lazy to fix things).
Here's how to reproduce it, consistently to the best of my knowledge: 1. Open a horizontal panel. 2. Add a launcher to it. 3. Drag the launcher using the left mouse button (NOT middle) until the cursor changes to D'n'D. 4. Drop the launcher back in its place (or anywhere else). Panel freezes. 5. Grab one of the panel's handles and move it onscreen.
