Does this locale generated correctly?
I try it in karmic, gdm set GDM_LANG and LANG to nan...@latin.utf-8, which 
seems correct.
But every application using locale complains, for example:

iongc...@ubuntu64:~$ perl
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = "nan...@latin.utf-8",
        LC_ALL = (unset),
        LANG = "nan...@latin.utf-8"

And output of 'locale-gen' reads:
iongc...@ubuntu64:~$ sudo locale-gen

  cs_CZ.UTF-8... up-to-date
  de_AT.UTF-8... up-to-date
...
  nan_tw.ut...@latin... up-to-date
...
  zh_TW.UTF-8... up-to-date
Generation complete.

The locale code nan_tw.ut...@latin looks not correct to me.
