Thanks for your bugreport. It is indeed the same problem, I moved to "..." here now as well as a workaround. I played with various options including a distro patch to make "ߪ" to "…" on build but that has the disadvantage that it means the pot file in bzr will not be correct and in sync with the one in the distro. So I think we need to wait for the real fix until glade/intltool is fixed.
