An I/O error from dpkg while unpacking a .deb sounds like either a broken 
package file, or a memory
or hard disk error.

Could you do this and report if things works after that?

open terminal window
run "sudo apt-get clean"

Then run update-manager again, click on "Check" to refresh the package
lists, and then upgrade?
