I'm somewhat apologetic for reporting this before I had all the facts, I
spent most of today trying to work out what the situation actually is...
and I don't know it it can be progressed now.  Mabe you can tell me if
it's worth proceeding, there defintiely is a problem, but when it's
related to wine, and a beta at that I don't know.

Suffice to say that I installed a known to be good wine package from the
WineHQ archive (1.1.29), and a clean version of Eve Online.  On 9.04
this runs flawlessly.  On 9.10 it fails to start at least 9 times out of
10... Apparently at random.

When it works, it works perfectly in 9.10 too (with 1.1.31 also), but
most of the time it puts up the splash screen and then leaves the wine
desktop completely blank, the process is still running so wine does not
exit, but using no CPU.  At that point it would usually initialize the
3d user interface.

It was working at the time when the Karmic repo moved to wine1.2 version
1.1.30, but I did not test again until 1.1.31 was in the repo because
1.1.30 is known not to work with Eve.  I've tested other 3d games such
as World of Warcraft and these all work correctly, so it's not a
fundamental issue, but definitely only affecting 9.10.

The binary from WineHQ seems to work more often than the one from the
Karmic repo, but I couldn't be certain... I hate things that are non-
deterministic.  I don't think it's a wine problem as such now, since I'm
running the same wine binary package that works on 9.04.
