I confirm that on this system, removing the "splash" parameter from the
kernel boot line (and routinely reconfiguring grub2) restored access to
the virtual consoles Ctrl-Alt-F1.

>From my non-developer's perspective, and after reading the 16 preceding
comments on this thread, it appears that the solution will be obvious
once we understand how the presence of the boot splash has so suddenly
started disfiguring the customary virtual consoles Ctrl-Alt-F1 through
F6.
