I disagree RAOF. I just ran into this oddity today myself. Installed a new user for my girlfriend and Do popped up. Surprised me actually.
Here's why *I* think it is a bug. The preferences has a checkbox to automatically start Do on login. This box is *not* checked by default. For my girlfriend's new user, when Do popped up I went into prefs and this box was not checked!
