No, I mean the standard Gnome Panel on the bottom of the screen ( http://en.wikipedia.org/wiki/Gnome-panel ), where running programs show up. It's persistant, and I think sufficient. I seem to recall that Jaunty does let me know very nicely if a system restart is needed. Perhaps it's not the way it used to do it, but changes in UI design are not bugs if they're done on purpose and work properly, which this in general does.
You're right that the package description no longer matches its behavior, perhaps you should file a separate bug to get that text changed. (I suspect they're changing this stuff around a bunch for Karmic, though.) Now that the logrotate-related bug is fixed, I'm outta here.
