Currently (as of Karmic Beta, at least) usr.sbin.dnsmasq reads:

/etc/dnsmasq.conf r,
/usr/sbin/dnsmasq mr,
/var/run/dnsmasq.pid w,
/var/lib/misc/dnsmasq.leases rw, # Required only for DHCP server usage
}
The line '/var/run/dsnmasq.pid w' will reflect -- at least on my system
-- the wrong interface if I am using wireless. The actual file created
under /var/run has the interface name on it, like
'/var/run/dsnmasq.wlan0.pid'.
