I've confirmed that this behavior is still present in Karmic beta 1. To reproduce:
1) Set up two user accounts. Give both administrative privileges, and the privilege to "Connect to Wireless and Ethernet networks". 2) Log in as either user. 3) Without logging out, switch to the other user. The Network Manager applet will not appear in the panel.
