It certainly can be used for an ordinary clean install (if you can use something to install on systems with *less* than a certain amount of RAM, you can certainly use it to install on more powerful systems!). We promote the desktop CD as the default for ordinary users, that's all, but they can use the alternate install CD if they want.
For upgrades from warty or hoary, you should go through the intermediate releases (warty->hoary->breezy->dapper, hoary->breezy->dapper).
