I also have the same issue. I have had my laptop set up with dvorak for a while but X was being all funky and when I logged in to my account I had to run `setxkbmap dvorak`. I upgraded to 9.10 and selected the Dvorak keymap on login (in the dropdown at the bottom of the login screen) and now I must used qwerty key mappings for ctrl commands.
