If the ioctl's hanging, chvt can't do much about that - that's a kernel
thing. It also can't reasonably skip calling that particular ioctl,
since that's the documented way to wait for a VT to become active, which
is expected behaviour from chvt. As such, I'm reassigning this to the
kernel.
