I have built the required libpst 0.6.41, and rebuilt Evolution 2.28 to enable the PST-importer plugin. You can find them at my PPA (https://edge.launchpad.net/~hggdh2/+archive/ppa/+packages). These are TEST packages, and feedback is appreciated.
You will need to install *at least* the libpst_0.6.41-0ubuntu2~ppa2 and evolution-plugins_2.28.0-0ubuntu3~ppa2 for your architecture (evolution- plugins is the only changed package for the Evolution binaries, and libpst is the required run-time library).
