Same problem here - I have had this issue over the last few days on
Ubuntu Karmic Alpha 6.

Whenever I double click on a *.deb file on the desktop and try and
install, I get the below error (but in Chinese, not english)

dpkg: 在<包状态和进度文件描述符> 时,无法读取文件描述符的标志位: 错误的文件描述符
dpkg: unable to read filedescriptor flags for <package status and progress file 
descriptor>: Bad file descriptor

Let me know if there is anything I can do to help get this fixed, in the
meantime, to install individual DEB files I am using the following
command:

sudo dpkg -i my-file.deb

This seems to work fine as a temporary workaround.
