Public bug reported:

This appears to be pretty similar to
https://bugs.launchpad.net/ubuntu/+bug/28816

If I use the live CD (version 9.04) and select "Icelandic" under the
"Keymap" everything works fine- the command line uses the Icelandic
keyboard layout and so does the rest of the system.

The virtual consoles (<ctrl> + <alt> + [1...6]) don't use the Icelandic
keymap, and I can't use anything else on e.g. old computers so fixing
this would be helpful.

I got my Ubuntu 9.10 disk from ShipIt.
