Modifying max_cstate on a running kernel is necessary if you want to be able to change it without reconfiguring/rebooting. e.g. I use C6 when on airplanes for longer battery life, but disable it otherwise because it causes a high-pitched noise on some hardware (my T500 among others). It's pretty inconvenient to have to reboot every time I want to change it....
