Matt, xserver-xorg-video-all doens't pull -vga on armel. The deps are different on armel and e.g. i386 or amd64.
-vesa is indeed pulled in, but it might actually make sense; I understand some boards have PCI buses (I have two of them) and can host an AMD card for instance.
