First off, the 'none' hiding mode is working perfectly fine -- that is
what its supposed to do, *not* hide behind anything, ever!  Thus,
similar to the panel, it allocates a portion of the screen for itself so
maximized windows wont overlap it.

Second, what you want is a feature request that already exists in bug
379747 and has a linked branch that implements such functionality.
