Open a terminal and run these commands one by one (and provide the output here):
echo $PATH
which testparm
stat /usr/bin/testparm
testparm -s --parameter name='usershare allow guests'

Chances are that your PATH environment variable is messed up, or that you
somehow removed /usr/bin/testparm without apt knowing. I don't see any other
reason testparm would not exist.
