Hi Paul, some comments. First of all, we're planning on getting rid of the dialog alltogether and replacing it with a better approach with multiple packages (Also hoping to package the OpenGFX free graphics for OpenTTD).
Also, this bug seems to be similar to Debian #524651 (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=524651). As to your actually report, I don't think that the dialog is any kind of error condition. It is just informative and installation should continue after that. If your openttd installation fails, than that is a bug and is probably unrelated to the dialog (feel free to post more info in that case). Possibly you assumed there was an error because you got the dialog twice? I just discovered that you indeed get it twice if you have apt-utils installed, once during preconfiguration and once during real configuration. This is something that does need fixing...
