Reopening. After installing fresh karmic from daily live cd, openoffice
.org-voikko or mozvoikko are not installed. It is not acceptable to
require the user to launch language-selector to get those installed.

I did not understand the rationale in #409764 completely, ie. the part
why Recommends was not used (Recommends are installed by default, which
would solve the problem), but they were moved to language-selector.

So this bug should be refactored to point out where the problem is - is
language-selector somehow involved in the installation process? Or is it
installer's problem now, or should the #409764 change be reverted since
losing critical features is more bad than having too tight dependencies
(especially if the dependencies are not really too tight if using
Recommends)?
