The default install won't even create /tmp, leaving it as a subdirectory of /, ext3 normally. So for noobs, this isn't an issue.
What you say suggests that if you do a manual install, the installer creates /tmp as tmpfs. Seems to me people tweaking their filesystem layout should be able to figure out that you need enough swap/tmp to burn a cd/dvd, and the _logical_ place to find a temporary image would be /tmp. Moving the temporary file will create endless confusion. If you don't have enough space, the solution is increase swap/the size of /tmp, not move the directory. Moving the temporary file to /var will result in the same issues when it fills up, but be harder to figure out what's wrong.
