It should only do that if there isn't already a primary partition (since
some BIOSes require at least one primary partition).

Could you please give me all the information I need to reproduce this
bug? For instance, if you're preseeding the installer, give me your
preseed file; if you're operating it by hand, give me a clear
description of exactly which menu items you selected in which order. In
either case, I'd like to get the syslog and partman log files from the
installer (if you completed the installation, they'll be in
/var/log/installer/).
