It should only do that if there isn't already a primary partition (since some BIOSes require at least one primary partition).
Could you please give me all the information I need to reproduce this bug? For instance, if you're preseeding the installer, give me your preseed file; if you're operating it by hand, give me a clear description of exactly which menu items you selected in which order.
