Public bug reported:

Binary package hint: network-manager

On my Dell Vostro 1320 laptop with Intel 5100 wireless using the iwlagn
driver, nm-applet reports wireless is disabled when the switch is in
the on-position. The switch toggles both wlan and bluetooth and when
using network-manager it stays off even if the bluetooth light is on,
whereas in wicd both lights go on and off at the same time. There is
nothing in dmesg about the switch, and wicd works. It was working 10
days ago at -6 kernel so I think this is a regression from recent
changes.
