I'm only a translator, and not very aware of (nor involved on) the details of the releasing procedure.
I did the first commit of ca.soundtheme on july 31rd, 4 days before the release of KDE 4.3.0. Then I did some updates in mid-august, after the release. I expected at least the first commit to be present in karmic packages (I figured you grab your kde 4.3.0 *after* its release), but maybe you grabbed your version before my commits. Or maybe -as you seems to point out- the kde-l10n-ca 4.3.0 tarball was simply the release candidate one (built before my commits) left unchanged. Anyway, don't mind. If this is only a minor timing issue it's not important as these files will apperar in karmic sooner or later.
