bin/bugreport.cgi?bug=793 -- can you confirm whether you believe that
report is about the same issue?

To be honest, I have a hard time understanding both that other bug
report and this one.  Are you able to describe what should happen, and
what happens instead?  Which keys do you type in what sequence, and what
is the result like, and what should it be?

Hardy and Ibex are both somewhat old -- can you reproduce with the
current official version, Jaunty, or the alpha version of Karmic?

Perhaps you could also add pertinent information about your keyboard as
described at https://wiki.ubuntu.com/DebuggingKeyboardDetection
