I am obviously affected.
Since a couple of days, I am forced to shutdown/restart using emergency 
commands, because Ubuntu is not shutting down correctly.
In tty7 I can see, as last command, "Asking all remaining processes to 
terminate", but even killing them by Alt+Stamp+I does not solve the problem.
Alt+Stamp+S-U-S-O or Alt+Stamp+S-U-S-B are needed to stop my laptop.
I think we can mark this as confirmed.
